January 2014, in a document entitled ‘Precision Strike Final Requirements’, the US insisted that the Hadi government of Yemen was equipped with a wide range of air-to-ground missiles, including the infamous ‘Hellfire Missile’ – a munition of choice for US strikes in Iraq and Syria.
At this time Yemen was being governed by a transitional cabinet headed by Abdrabbuh Mansur Hadi, who gained power during an unopposed election. The Hadi administration has been accused of serious violations of International War Crimes by Amnesty International.
In addition to this, the document states a requirement for GBU-12 and GBU-58 laser-guided missiles. Yemen is not party to several weapons agreements which are routinely adopted worldwide, including the 2008 Convention on Cluster Bombs according to Human Rights Watch.
The US Embassy in Sana’a was evacuated just a year after these munitions were procured, owing to civil war in the region.
